I have in my hands a book that I consider essential to know the status of Belchite in 1931 and subsequent years. Its author, Oliver Emilio Ortiz, first-person lived those events and left us a story true of them: "There was a Socialist Workers Center ... But then came the results of the elections of February 36 ... and the picture change ..." And it points out several examples of this change. PART .-

Eudoro Terrones is a leading social communicator as well doctor of education-and one of the authorities of the University today and Bausate Jaime Meza.

His recent PHILOSOPHY OF GLOBALIZATION book, published by the editorial of the academic center, is an interesting reflection on one of the most important issues of today.

Indeed, Peruvians, like the rest of humanity, live in the midst of the globalization process, which is an objective consequence of accelerated scientific and technological transformations that have led to the breakdown of borders and the rapid reduction the powers of the nation state.

Consequently, Peruvians, like it or not, we live in a globalized world and can not do anything to keep the objective consequences of this situation.

THE CONSTITUTIONAL COURT AND THE DEMAND FOR QUALITY

IN HIGHER EDUCATION

According to the Constitution the State has the duty to specify stringent requirements for the establishment of universities, and to monitor and ensure quality education that taught them and their subsidiaries, but it appears that the state abdicated its constitutional duty and has taken all necessary measures to avert the crisis in the universities are discussed, monitor the quality of education provided and ensure a college education quality.

For its part, the Congress, before pushing a radical reform in higher education has created more universities without the rigorous technical support, feasibility study, etc. and passed laws that were soon declared unconstitutional by the Constitutional Court, as the recent case of Law No. 28564 and on the regulation and exercise of the powers assigned to CONAFU in authorizing the operation of universities and university affiliates.

At the same time the State did not give priority to education in the allocation of regular budget resources of the Republic and instead assigned each year the percentage was decreasing and thus the problems are more acute, while that proliferated operation over subsidiaries of universities without official authorization and others came under the umbrella of judgments.

Faced with this unfortunate situation and after a critical and realistic analysis of the problems of university education in Peru and in strict compliance with its social, historical, legal and ethical, judges of the Constitutional Court and delivered :
